Project Description:
ECCC Contaminated Sites Assessment Program will conduct an Environmental Site Assessment of a 3.17 hectare parcel of land located within the McConnell (Kuugaarjuk) Migratory Bird Sanctuary (MBS). regarding the former wildlife research facility and surrounding area in August or September 2017. The MBS is managed by the Nivvialik Area Co-Management Committee and ECCC. An environmental consulting firm will be conducitng this assessment based on the following scope of work: - Interviews with stakeholders regarding the historical land use and to assit in the identification of any related potetnial areas of environmental concern; - Site Inspection: to identify potetnail sources, or pyhsical signs of impacts that could have contributed to environmental contamination including any related pyhsical signs associated with the source; - Conduct a soil / analytical program with the intent to confirm or refute potetnial chemical contaminats within the soil and to delineate associated areas of environmental concern as identified or needed by the discretion of the enviornmental consulting firm; - Darft a report of findings along with any recommendations for future work as needed. This work would implement the general practices as laid out by the Canadian Standards Association (CSA) Standard Z768-01 Phase I Environmental Site Assessment and the CSA Standard Z769-00 (R2013) Phase II Environmental Site Assessment including the Federal Approach to Contaminated Sites (CSMWG 1999) and the PSPC Statement of Work along with other applicable guidelines, standards and permitting requirements. The project is just an investigation to identify site conditions and no alterations to the site will occur during the project, no site clean-up activities, debris or soil removal will occur at this time. Limited staff will be onsite and no fuel drums are anticipated to be required, but if required, they will be returned.
Summary of Modifications:
We have just recently been working out various logistical items for this project with the consultant. Three amendments to the original project plan are currently under consideration: • We have had to look into alternative travel to site, instead of using ATVs we would use a helicopter. • The date for the site visit is planned for the week of September 1 2018; approximately 3 to 4 days (if with helicopter). The date of the field work will also depend on the contract call up for this project. Some flexibility of the dates will be needed. But the goal is the first week of September. • Two additional locations within the McConnell Migratory Bird Sanctuary (MBS) are also in consideration for the site visit that are relatively near the original location. These two additional sites for the visit would be to make visual observations of the area as part of the environmental site assessment. Map to be submitted be submitted will include the original location (as stipulated in the application) and the 2 new ones that are just north of the original. The dates given for the Project Schedule is a range, depending on transport options. All fields were filled out even though they are not applicable.
