Project Activities and Necessity: The Department of National Defence (DND), in cooperation with Nunavut Tunngavik Incorporated (NTI), developed a landfill monitoring plan to address post-closure monitoring requirements for the landfills at the former DEW Line sites. The objective of the landfill monitoring program is to collect sufficient information to assess the performance of the landfills from a geotechnical and environmental perspective. The landfill monitoring plan specifies the requirements for visual inspection, soil and groundwater sampling, and ground temperature monitoring of landfills at the DEW Line sites in Nunavut under DND's jurisdiction. The DND-NTI cooperation agreement stipulates that the landfills at CAM-3 must be monitored until at least 2032. Duration: 4 days Timing: August 2022 and August 2032 Long Term Developments: None Number of People: 6 Method of Air and Ground Transportation: Charter fixed wing aircraft and ATVs. Type of Equipment: Hand shovels, peristaltic pumps, digital cameras, ATVs. Type of Fuel and Storage: A maximum of 200 L of gasoline for ATVs either stored in up to 10 jerry cans or in one drum. Structures/Camps: Small temporary tent camp, no permanent structures, docks or piers. Airstrip: Field team will use existing CAM-3 airstrip. Local Resources: Local support staff (wildlife monitors and field assistants) will be hired, local hotel accommodations will be used, local ATVs will be rented. Air charter services will be provided by a business on the NTI registry. Nearest Community: 80 km south of Taloyoak. Location Relative to Sensitive Sites: No archaeological sites within boundaries of work areas (landfills), camp area (airstrip) or site roads. If any archaeological sites are encountered outside of these areas, they will not be disturbed. No national parks, territorial parks or bird sanctuaries near site. Brief History of Site: CAM-3 is a former auxiliary radar site of the DEW Line constructed in the 1950s. CAM-3 was refitted in 1989 to become a Long Range Radar station within the North Warning System (NWS). The environmental clean-up and demolition of former DEW Line facilities not required for the operation of the NWS site commenced in 2002 and was completed during the summer of 2007. There are seven landfills at the former CAM-3 Shepherd Bay DEW Line site that are included in the monitoring program. Alternatives Considered: Not applicable. The landfill monitoring program is a requirement of the DND-NTI cooperation agreement. Community Consultation: The DEW Line Clean-up Project included an extensive amount of consultation meetings (occurring in the 1990s); these consultations resulted in a clean-up protocol for the project. The long term monitoring portion of the DEW Line Clean-up Project is the comprehensive measure to address any of the concerns expressed. Previous Nunavut Water Board Licence: 1BR-SHE1016 (included on Project Documents tab, along with application to renew it). Previous NIRB Screening Decisions: 03DN117 and 04DN105 (included on Project Documents tab; please note that both of these screening decisions were issued at a time when the full clean-up of the CAM-3 site was still underway and the landfill monitoring activities that are proposed under this NPC application are significantly smaller in scope).
